The provincial executive committee (PEC) of the ANC in Mpumalanga has suspended its treasurer, Mandla Msibi, and expelled its chief of staff, Sibusiso Mdluli.
The PEC stated on Wednesday that Msibi and Mdluli faced charges related to the alleged disruption of the party’s January 8 statement gathering held at the Mbombela Stadium earlier in the year.
Msibi has been handed a three-year suspension from the party, with the provincial disciplinary committee (PDC) suspending the operation of the sanction for two years, effectively making the suspension effective for a year.
However, the PEC emphasised that if Msibi were to commit similar offences during the initial suspension period, the full three-year sanction would be enforced automatically.
Mdluli has been expelled from the ANC with immediate effect.
Constitution of the ANC
“The PDC arrived at the sanction in terms of Rule 25.21.7 of the ANC constitution as amended and adopted at the 55th national congress at Nasrec, Johannesburg, in December 2022.
“Therefore, Mr Sibusiso Bhuda Mdluli is hereby expelled from the ANC with immediate effect,” said the PEC.
“Please note that a detailed report on the judgement supra will be submitted in due course.”
All charges against Madla Mhlanga were dropped, nevertheless, after it was discovered that there was no concrete evidence against him.
Renewal of the party
The provincial working committee made a decision in January to refer the matter to the PDC, which led to the disciplinary actions.
The party has emphasised that these decisions were not made lightly but were deemed necessary to uphold organisational discipline, which is crucial for the ANC’s renewal.
“Our constitution clearly stipulates that disciplinary proceedings in the ANC should never be used to stifle debate or internal democracy because the ANC has never been a punitive organisation, but has always taken the approach of re-educating, rehabilitating, and forgiving comrades.”
