Public Protector probes ‘interference’ in premier Phophi Ramathuba’s youth directorate office

Public Protector Kholeka Gcaleka has launched an investigation into alleged political interference in the appointment process for the Directorate: Limpopo Youth Development in the Office of the Limpopo Premier, Dr Phophi Ramathuba.

Speaking to Sunday World, acting spokesperson for the Public Protector’s office, Mdili Msoki, confirmed the probe but said no further details could be disclosed at this stage.

“The Public Protector South Africa (PPSA) confirms that it is investigating the matter,” Msoki said.

“This is an ongoing investigation. Section 7(2) of the Public Protector Act 23 of 1994 prohibits the disclosure, by any person, of the contents of any document or record of any evidence given before the Public Protector or Deputy Public Protector during an investigation,” he added.

The post has since been frozen, according to insiders.

The investigation follows claims that capable young leaders are being side lined in favour of candidates with political connections.

Last month, Sunday World reported that the ANC Youth League (ANCYL) provincial spokesperson Abia Makola had been recommended for the senior position. A decision that was allegedly endorsed by the influential Sekhukhune faction within the ANC.

Accusations of cadre preference

The move has sparked anger among some members. They accused the provincial government of allowing factionalism and cadre deployment to override merit and fairness.

According to recruitment guidelines from the Department of Public Service and Administration (DPSA), candidates for the post must hold at least an NQF Level 7 qualification. They must also have a minimum of five years of management experience. Critics argue that Makola does not meet these requirements.

Frustration has been mounting among young ANC members, many of whom remain unemployed. Insiders allege that political loyalty often outweighs competence in public sector appointments.

ANC Youth League not backing down

Despite the backlash, the ANCYL in Limpopo has rallied behind Makola. Provincial secretary Phineas “Boko” Sebola dismissed the allegations. He described them as unfounded and politically motivated.

“It’s a lie that he doesn’t qualify. Comrade Abia is a good young man with a clean conscience. He doesn’t deserve these narrow attacks. This targeting of the ANCYL is tantamount to witchcraft,” Sebola said.

Sebola further stated that Makola is in the process of completing a qualification that would elevate him to NQF Level 9. He rejected claims that the Youth League was lobbying for appointments in government. And he called such suggestions “gossip intended to divide the organisation”.

At the time, Makola neither confirmed nor denied the claims regarding his qualifications and experience.

Sebola added that Makola is currently completing a qualification that would place him at NQF Level 9.

Candidate unfazed

Makola himself did not confirm or deny details of his questionable qualifications and experience.

“I am a young person still eligible to apply for job opportunities locally, nationally, and internationally. As it is, I have yet to receive correspondence on posts I have applied for. Your questions, therefore, are not relevant.”
