Another ex-KZN CoGTA official who resigned under cloud lands top state job

Another former senior official who jumped ship when the KwaZulu-Natal department of cooperative governance and traditional affairs (CoGTA) suspended and investigated him for alleged corruption has landed a top job in another provincial government department.

Sibusiso Mncadi is the former director for supply chain management at CoGTA, and he is now the regional director for the southern region of the KwaZulu-Natal department of public works and infrastructure, led by MEC Martin Meyer from the DA, who ratified the appointment.

According to his appointment letter, he will earn a cool R1.2-million per annum, plus a range of benefits.


Mncadi started his new job on Tuesday, and the staff of the department has already been formally notified.

“Mr SE Mncadi is the newly appointed director for the southern region,” reads part of the memo meant for the staff of the department.

He was suspended by KZN CoGTA in September 2024 along with two other officials, including Yali Joyi, who, ironically, on the same day, also scored another job as the chief financial officer at the education department that is led by ANC’s MEC, Sipho Hlomuka.

Joyi’s appointment has drawn widespread condemnation from various sectors in the province, and Hlomuka has been asked to reverse it.

When Mncadi was suspended, he was accused of alleged financial misconduct that occurred before the May 2024 general elections, but in February he resigned from his position before he could face a disciplinary hearing for his alleged corrupt deeds.

In a letter dated February 17, he submitted his resignation to Dr Joey Krishnan, the department head at KZN CoGTA.

“Kindly be advised that I am tendering my resignation as a director of supply chain management with the KZN department of cooperative governance and traditional affairs with immediate effect,” Mncadi wrote in the resignation letter.

Meyer’s department has defended Mncadi’s appointment, stating it was appropriate.

“Mr Mncadi’s appointment was lawful and followed standard procedures. His previous employer did not record any conditions or findings against him,” the department said in response to a query from the Sunday World regarding Mncadi’s past.

“We accepted his appointment after a fair and competitive recruitment process. If any issues come to light, we will act to uphold the department’s high ethical standards.”
