SA has a track record of building rail, why do we need Chinese help now?

Paul Kagame, the president of Rwanda once said: “In Africa, we have everything we need… And yet we remain mentally married to the idea that nothing can get moving without external finance. We are even begging for things we already have. That is absolutely a failure of mindset…”

This pronouncement was brought to mind when I watched the premier of the Eastern Cape, Oscar Mabuyane, and his team signing a letter of intent with a Chinese delegation to invite China to build a railway line and provide a speed train between Gqeberha and East London.
